Wilson Lee Carter, 69, passed on July 31, 2019. Born in Lula, Mississippi to the late Ozene Carter and Ida Mae Carter Campbell.
Wilson graduated from Arsenal Tech High School and later attended Ivy Tech College Community College where he received his Associate Degree in Applied Sciences and majored in Industrial Maintenance. Wilson retired from the State of Indiana, Department of Homeland Security as an Elevator/Amusement Inspector in 2011. He installed and inspected numerous elevators and amusement rides throughout the state. Wilson was the first African American to serve in this type of position. He was a member of The National Association of Elevator Safety Authorities (NAESA) International and The American Society of Civil Engineers, along with many other certifications and honors. This landed him his final position as Assistant Director of Elevators and Amusement Rides for the state. He was employed by the State of Indiana for 42 years.
Wilson enjoyed fishing at Eagle Creek Park and Morse Reservoir. In his shop he loved working on lawnmowers, washer and dryers, or anything electric that could be repaired. He was a political advocate who enjoyed debating such matters. Wilson was an inspiring fixture in his beloved north side community where his nickname was “Wilson Pickett.” His door was always open to all.
He leaves to cherish his loving memory, daughters Angela Carter Beverly (Eddie), Andrea Carter and Lavetra Renee Massey (Keith); five sisters, Betty Abdullah, Judy Miles, Ida Mae Carter and Kathleen McGee (Bill); three grandsons, John Thomas Raines III, James Robert Byrd II and Dionte Carter; two granddaughters, Ziena Elysia Quashie and Derrian Symone Lee, and one great-granddaughter, Theia Elizabeth Raines, and a hosts of nieces, nephews, other relatives and friends. He was preceded in death by his sister, Barbara Winston and daughter, Phyllis Carter.
Funeral services will be at 1pm on Thursday, August 15, 2019 at Indiana Funeral Care, 8151 Allisonville Road, Indianapolis, IN 46250. Visitation prior to service from 11am – 1pm. Burial to follow at Crown Hill Cemetery.

Wilson Carter was the first Elevator mechanic that I worked with as a helper in the summer of 1976 installing a Two Stop Esco Hydraulic Passenger Elevator at Madison State Hospital. We stayed in Louisville over the week nights. His Aunt lived about seven blocks west of my parents home. One the hardest working individuals that I was blessed to know. In his position with the State Division of Elevator Safety Wilson prided himself in knowing the rules of the Elevator Code that he enforced. After retirement I would see him outside his home and shop staying busy. My condolence to his family and friends and his twin daughters whom he spoke of often.
